Spy planes: Govt. had decided to purchase around 15 UAVs (spy planes) from Israel. CCS had approved it with recent approval for purchase of "Heron" UAV. The Israeli spy planes would be inducted in Indian Air force and would be deployed in Western & Eastern borders. Along with
new inclusion, the total number would increase upto 40. Already, Searcher-2 & Heron spy planes are in use. These are workable at height upto 15,000 ft. with new ones being workable upto 30,000 ft.
NRI/PIO: During first year of second term, USA's President, Obama, had appointed record nos. of NRI in US administrative posts. There is no Official list but it is arout fifty people in number. Five PIO are
holding important posts & are confirmed by Senate. USEd administrator, Rajiv Shah, is PIO. Nisha Biswal is Asst. Foreign minister in South Asian matters. Besides, Ajita Raji is Member, President Commission, Islam Siddique as Chief spokesperson in agriculture related matters & ED, Commercial dept. has Vinai Thummalpalli. Vivek Murthy would also be first US Surgeon general, if approved by the Senate. Also, Arun Kumar as Asst. Commerce minister's and Punit Talwar as Asst. Foreign minister's appointment is pending Senate's approval.

New Delhi: It's been one year since Delhi gang-rape victim Nirbhaya breathed her last and left an entire India awakened, angry and pained.
There will be candles, flowers, slogans and tears galore as scores of people will gather at Delhi's Jantar Mantar today to remember and salute her unflinching spirit.
Several candlelight vigils will take place throughout Delhi today to pay respect to Nirbhaya. Two weeks after battling for her life, Nirbhaya, a 23-year old physiotherapy trainee, succumbed to the deadly injuries perpetrated on her by six men in a moving bus.
She was gang-raped, inhumanely assaulted with iron rods and was thrown naked off the moving bus along with her male friend. The savage and unspeakable assault on her, shook the national conscience and brought people on roads to protest against the pathetic law and order situation in Delhi and crimes against women.
The December cold didn't deter people from voicing their rage and the matter got heated up with scores taking to streets and enduring police crackdown.
However, on December 29, the news of her death froze the entire country in mourning. A cold silence descended over the protesters whose hearts were numbed by the tragic news.
Nirbhaya's death became a turning point for Delhi and it triggered a slew of improvements in police and judicial system. Tough rape laws were enacted and fast track courts sprang up. PCR vans increased in number, women helplines also started working. But Nirbhaya's father regretted that the mindsets haven't yet changed.
Speaking to Zee News, he had said that though the grave crime triggered the amendment in rape laws, it did nothing to bring a change in the society which remains as such. On Nirbhaya's first death anniversary, her kins will perform the rituals at Balia village in Uttar Pradesh.
Talking to a news agency, Delhi braveheart's brother said that they want to remember her away from the media glare in their ancestral village where they will hold traditional prayer ceremony and other
religious rituals.
"Our tears have not dried. With each passing day her memories get more intense. Someone is always crying at home," the aggrieved father was earlier quoted as saying by reports. Charges of rape, kidnapping, murder and destruction of evidence were slapped on the six accused, however one of them being juvenile was tried by the Juvenile Justice Board and sent to an observation home for three years.
Out of remaining five, Ram Singh was found dead in Tihar Jail in March. Four other accused namely Akshay Thakur, Vinay Sharma, Pawan Gupta and Mukesh were given death penalty by a fast-track court on September 13.
Not fully satisfied by the verdict on the juvenile, the family of the braveheart had filed a petition in the Supreme Court seeking fresh trial for the juvenile in a criminal court. The family thinks that the juvenile should not get away with an easy sentence of three years by the juvenile justice board (JJB).

Global growth is expected to lag this year and next, but for the first time  in a long time, it's not all Europe's fault.

That's the view of a leading international economic body, which said Tuesday that a slowdown in emerging economies and the potential for another U.S. budget crisis are the main sources of concern for the global economy.

In its half-yearly forecast, the Organization for Economic Cooperation and  Development lowered its forecast for global growth this year to 2.7 percent and 3.6 percent for next. In May, it had predicted 3.1 percent and 4 percent growth, respectively.

"We can't get (the world economy) out of first gear," said Angel Gurria, the secretary-general of the organization, which brings together the world's most developed economies.

Just as the economy of the 17-country eurozone is emerging from its longest-ever recession brought on by a debt crisis, other economies are beginning to slow.

Emerging markets, which have helped shore up global growth in recent years,  are beginning to lag, partially over fears that a pickup in the U.S. economy will spell the end of cheap credit.

"The BRIICS (Brazil, Russia, India, Indonesia, China, South Africa) have been big machines of growth, they were pulling the world, and they are decelerating," said Gurria.

Among those economies, Indonesia, for instance, is projected to grow 5.2 percent this year and 5.6 percent next. In May, the OECD was predicting at least 6 percent growth for both years. In India, the growth projection for this year has slid from 5.7 percent to 3.4 percent.

The Federal Reserve has pumped trillions of dollars into the U.S. economy in an attempt to keep interest rates low and get money flowing. The stimulus, which has been going on in various guises for years, has also helped sustain growth in emerging countries. Now businesses there are
bracing themselves for the policy's end.

The OECD also cautioned about the impact of another damaging fight over the U.S. budget. A little over a month ago, the U.S. narrowly avoided technically defaulting on some of its debts following a protracted and often dysfunctional battle in Congress over the budget and the raising over the debt ceiling.

"Brinkmanship over fiscal policy in the United States remains a key risk and uncertainty," Pier Carlo Padoan, the OECD's chief economist, wrote in a commentary accompanying the report.

The OECD recommended that the U.S. scrap its policy of capping borrowing with a debt ceiling and instead come up with a more reasoned plan to reduce debt.

But with the risk that the U.S. won't come up with such a plan in mind, the OECD slightly lowered its expectations for U.S. growth, saying GDP would rise 1.7 percent this year and 2.9 percent next.

The eurozone, on the other hand, is beginning to improve, the OECD said, although risks remain. It predicted that, overall, the eurozone will shrink 0.4 percent this year, as compared with the 0.6 percent slide forecast in May.

But the report warned that the recovery is uneven, and unemployment won't begin to fall -- from very high levels -- until next year.

A Boeing 737 plane crashed at Kazhan airport during landing off thereby resulting in killing of fifty people. It is stated that during making second effort for landing, it touched air strip with huge explosion. The local tatarstan managed airline had 44 passengers along with six crew members.

OECD: The EU country, Leichestine, would have an agreement with India on tax theft & black money regarding transfer of information. OECD had stated that during the conference of World forum on transparency & information transfer on November 21,22, this country would make an agreement. It would help fight tax evaders and black money depositors in foreign banks. It is to note that during past month, Switzerland had done similar agreement.
Many such people are identified who are using banking for hiding illegal money.
Child pornography: Supreme Court had issued notice to Telecom. Dept. (DoT) seeking ways to prevent child pornography. Earlier, Delhi High Court had asked social networking sites like Facebook & Google to suggest such measures. It is to note that increased pornography amongst childrens is found. The research suggested that due to internet availability, such films are viewed more.

Army Operations: As per Punjab Ex-DGP, KPS Gill, the Operation Blue Star & Operation Bajrang were not essential. The North Eastern Sports foundation head had stated that army should not be deployed at Punjab & Assam during anti-terrorist operations. It had resulted in loss of faith amongst people. The Operations were taken over from Police. This had resulted in insecurity amongst Police & Security agencies. Also, many people had been killed. As per him, Police should be granted more powers & opportunity to solve problems.
Infiltration is problem in Assam. During his tenure from 1961 upto 1964, around one lakh illegal immigrants were identified.

EPF: The EPFO contribution would have 8.5% interest. It would be decided by Central Trustee Board whose meeting is scheduled for next month. After notification & Fin.ministry's approval, it would be credited.
During past fiscal year, interest had been 8.5%. During may, CBT was reconstituted after which no meeting had taken place.

Opinion poll: The Opinion poll surveys have been asked for ban by Election Commission. EC had wrote the letter to Law ministry after it had received reply from Congress & four national & five regional parties.
EC had stated that a total of fifteen political parties had sent reply upon request made in regard to ban on Opinion polls. The parties in favour are Congress, CPM, BSP, SP, NCP, AIDMK, DMK, JD(U), TMC, Shiv Sena, & SAD. BJP had opposed it.
The EC letter had mentioned about it's earlier letter dated April 6, 2004.  EC had asked for opinion of political parties by October 21. Later, it was extended upto November 4. Only 15 out of 60 registered parties had given the reply.

Opinion_poll, Modi,CAD,Asaram&Court_ruling

Opinion Polls: Supreme Court's Ex-Judge, Hegde, had stated that the recent opinion polls had instilled fear due to Modi being ahead in them. Therefore, they want to put a ban on it. He had opposed it citing violation of freedom of expression.
He had rejected claims that they would affect voters. People are not fools and they know all this. He had termed the efforts of putting ban as illegal stating that all political parties should be banned which claim to come in majority after polls. Asking for ban after results is wrong. However, he had sent his wishes to Kejriwal.
He believes that until they are connected to system, it could not be changed. It may be right. But question is whether a single person making party is correct?
He had also termed conflict amidst Congress & BJP over Patel's legacy as irrelevant.
Modi brand: Rural minister,Ramesh, had stated that even if Rahul Gandhi looses elections, he has future. But if Modi looses it, he would be finished. His balloon would be burst whereas Rahul Gandhi could return back. He had expressed it in an interview to foreign news agency. However, he had expressed disappointment over his way of working.
As per him, he talks much ahead of time. He talks of system, structure but presently elections are heading the way. He had also stated that Modi's popularity could not be ignored. But he is not a threat to Congress either. As per him, Modi had brought his party at verge.
Current account deficit: Fin. ministry had stated firmly that during the present fiscal year, CAD would be within 6000 crore dollars. The estimate had been reduced from 7000 crore dollars to 6000 crore dollars within a week's time. During the past year, it had been 4.8% of GDP. During present Q1, it had been 4.9% i.e. 2180 crore dollars. Gold import curbing had been cited as reason for it.
Also, the effect of US Fed Reserve incentive package being taken away is assumed to be tackled by market & the govt. The basic elements of economy needs to be strengthened. RBI governor had stated that balance sheet should be strong so as to control CAD. Expenditure would be curbed. Revenue would be increased.
Asaram Bapu: The religious saint & spiritual guru, Asaram Bapu's, judicial custody had been extended uptil November 16. Also, Police had filed chargesheet before the Court. It is to note that he had been made accused in landgrabbing & other matters besides rape case. His son, Narayan Sai, is stated to be running away with arrest warrant being issued against him.
Court ruling(Excess pay): Supreme Court had made arrangements that if an employee had been paid in excess, that amount could be recovered even after his retirement. However, he could be given some compensatory amount.
The Court had made this arrangement after rejecting Punjab&Haryana's High Court decision wherein Chandigarh transport dept. had filed a petition before the Supreme Court. As per Justice Bench, if anyone had been paid in excess by mistake, that amount could be recovered.

Mars_orbiter,CHOWGM,Syria,The_Paramount_cop&Court_ruling

Mars orbiter: ISRO had started rehearsal of India's mars mission from Thursday onwards at Sriharikota. Under it, MoM rocket, PSLV-C 25, would be checked except it's ignition button.
It is proposed to launch MoM on November 5 at 2.36 pm. The project costs 430 crore INR & would start it's counting from November 3.
The reverse counting started at 8.45 hrs on Saturday & would continue for 56 hours i.e. Tuesday 3.28 pm after which PSLV C 25 would take MoM in space. It would traverse 400 kms in 300 days. The Mom weighs 1,350 kgs. It has 850 kg of liquid fuel and 500 kgs dry weight. The dry weight includes weight of various components with each weighing 13 kgs.
The purpose of mission is to study Mars environment and geophysical conditions. Also, methane at mars would be studied. Unlike Chandrayaan 1 mission, it could be water or methane. Also, the rehearsal had been successful.

CHOWGM: The Commonwealth Heads of Govt. meeting is to be held in SriLanka. But various regional parties in India had protested against cancellation of govt. visit. For making agreement on it, Fin. minister is supposed to have met DMK chief & had told that it is yet to be decided.
Fin.minister had expressed concerns over huma rights violation in SriLanka before the Parliament. He was speaking in response to a video wherein Tamil women captives were allegedly tortured by SriLankan Forces. As per him, it is proved that human rights are violated there. The CHOWGM meet is supposed to be held from November 15-17. It is learnt that PM has compulsions as well as foreign policy priorities too. Amidst the CCS five members too, there are apparent differences. As per Defence minister, it is incorrect timing but foreign minister, Khurshid, had stated it to be correct.
It is understood that both countries foreign ministers had met in Australia's Perth for finding a peaceful solution to it. It is to note that Sri Lanka had stated that if India doesn't arrive to attend CHOWGM meeting, India would remain aloof. Also, PM had got invitation to visit Tamil majority occupied Jaffna.

Syria: Syria had destructed equipments engaged in manufacturing of chemical weapons. It was given time uptil November 1 by OPCW. After this declaration, Syria would not be making any chemical weapons. However, present chemical weapons are to be destructed, which are estimated to be around 1,000 metric tonnes including sarin gas.
OPCW had stated that it is satisfied that Syria had destructed manufacturing equipments for chemical weapons. There are no plans for inspection. The chemical weapons are to be destructed by June next year.

The Paramount Cop: The autobiography of KPS Gill had mentioned that Modi could not be held responsible for Godhra riots. At the India Habitat Centre during the release of it, Gill had stated that country still faces the possibility of riots. All parties continue to tread the same path. Only few leaders can take the country on the path of development. His family members, too, had been dismayed over the stated fact. Police had been termed to be ineffective along with neighbouring States CMs being held responsible for it.
As per him, Advani wanted to make him Head of Police dept. there at Gujarat but due to his retirement it was not possible. Later, he was made his Security advisor. Also, Modi had told that despite his sincere efforts, he could not prevent riots. He had sought Police force from other States but it was denied. Opposition & media had attacked him.
 
Court ruling: Supreme Court had ordered that rule regarding tenure of bureaucrats should be made within a period of three months. It had stated in response to a PIL filed by Ex-Cabinet secretary & 82 other bureaucrats which stated that due to political pressure, they are unable to take big steps. The apex court had asked for constitution of a Civil Services Board. It had also stated that bureaucrats should take order in writing. They should be refrained from multiple transfers so that policies could be implemented properly & poors get benefited.

MV Seamen Guard Ohio: South Indian State, TN Police had made 33 crew members on board of vessel MV Seamen along with 35 weapons & 5680 rounds. It is to note that entry into Indian territorial waters and keeping live rounds is illegal for which ship had been seized. Also, case had been registered against crew members. The owner company, Edwenfort, official had claimed that both weapons and rounds are licensed and are for sea pirates.
The 33 crew members had been taken to Police Station and arrested after interrogation. Two members had been left on ship for maintenance. The case is registered under Weapons act 1959 & Essential goods act 1955. The Police specialist team had found that it had been inside Indian territorial waters with illegal possession of weapons.
Also, another case against local ship agent for purchase of 1500 litre diesel is also registered. Washington based Edwentfort's President had claimed that all the arms are legally possessed & are registered. They are kept for security of ships moving in high risk zones. He also claimed that ship gives protection to Indian ships too. US foreign dept. had been made aware of it. The ship was beyond the range of 12 nautical miles.

Asaram Bapu: The hearing of case at Gandhinagar Court is over & is pending for decision on his remand. Also, Gujarat Police had conducted his test even after Rajasthan Police had done it. Gujarat High Court would also be hearing bail petition of Narayan sai. Police had told that he is absconding and the affidavit is false. Court had asked for original documents and delayed the hearing date. Gandhinagar Police had sought Asaram Bapu's ten day remand for collection of evidences against him.

Modi brand: The Gujarat CM, Narendra Modi, would be announcing his victory rally in Congress hold, Kanpur. Modi would be talking about development and good governance against his opponents. On the other hand, Western UP communal violence had dismayed voters which would also be tried to be addressed.
Kanpur had been selected strategically. The forward based party has new leader as Modi. His strategist had selected backward region of Central UP. It is SP's hold s welll as Congress leaders constituency too. Along with Modi would also be Ex-CM, Kalyan Singh & Uma Bharti. After two rallies at Aligarh & Rampur addressed by Congress no. 2, Modi would be looked for. The election based polarisation had created how much fertile base for BJP by communal violence, would be
ascertained by Modi. Due to riots, SP govt. has dismayed Thakurs and they would be suitably attracted by BJP President, who would be joining Modi.
Modi had been benefited by Madni's statement that Congress is trying to encash by hue & cry about him. Modi would try to send message that his acceptability is due to developmental model and not angry
Hinduism.
On the other hand, Congress had not given importance to his rally stating that he should gain acceptability within his party first and then he should think of public support. The State Congress President had told that due to upcoming elections, all political parties would try to showcase power. As per him, Congress is not doing any special review. BJP has 10 seats and Congress has 22 seats. It could reveal the real difference.
BSP had also given due importance with State President stating that all political parties are trying to attract voters. About rally, their State President had stated that public is not going to be misled. How they could forget Gujarat riots?
SP would also be eyeing though it appears to look unfazed by it. As per party spokesman, every party has right to conduct rally but it should not disturb communal balance. The rally would not have any effect.

Corporate lobbyist: Persons involved in claiming working against law as found in Radia's tapes would be sooner under law. Around 6,000 tapes had been checked out of which twelve had been found to have criminal conspiracy. Five years back, her name was put on surveillance & she was interrogated later. After Supreme Court's order, CBI would file initial investigation afresh.
The Supreme Court had sent the matter to CBI and also one matter had been sent to Chief Justice and another one to CVO of mining dept. for action. The govt. officials and private companies officials are found to be talking against law. CBI team would be investigating further uptil next two months. Court would hear the same again on December 16. The decision would be taken after filing of FIR.
It is to note that complaint about Nira Radia's activities had been found during 2008 after which Income tax department had put her phone on surveillance. It also mentioned about telecon. minister, A.Raza & 2G spectrum allocation.
The Court had asked for transcript of entire talks. CBI had then confirmed about 14 criminal matters in it. It also included appointment of Railway Board members.

Coastal Police: Central govt. is considering deployment of separate cadre for sea coast security. The Southern State's proposal are being considered by Home ministry. These cadres would be provided along with special weapons, communication, & search equipments. These would be trained by Coast guards and Navy. Also, two Naval Police academy are being considered for Eastern & Western Coasts.
Tsunami alert & warning system: India is deploying warning system at South China sea to prevent recurrence of tsunami happened during 2004. It would take next ten months for installation of system. China is also deploying such system.
Presently, Pacific ocean tsunami warning centre is giving alert messages. It was raised two years back at Regional Integrated Multi-hazard Early warning system for Africa and Asia. In it, it was suggested that India should develop such system for South China sea.

China's economic growth rebounded in the latest quarter, easing pressure on communist leaders for more stimulus and allowing them to focus on longer-term reforms.

The world's second-largest economy grew by 7.8 percent over a year earlier in the three months ending in September, boosted by higher government spending, data showed Friday. That was up from a two-decade low of 7.5 percent the previous quarter.

"The fundamentals of China's economy are turning for the better," said a National Bureau of Statistics spokesman, Sheng aiyun, at a news conference.

The improvement eases pressure on communist leaders who say their priority is longer-term reforms aimed at steering the economy to slower, more sustainable growth based on domestic consumption instead of exports and investment.

The abrupt drop in global demand for Chinese goods prompted them to backtrack temporarily and launch a mini-stimulus of higher spending on railway construction and other public works to prop up growth and avoid politically dangerous job losses.

Communist leaders are due to meet in November to craft an economic development blueprint that reform advocates hope will include market-opening and more financial support to private entrepreneurs.

The country's top economic official, Premier Li Keqiang, said earlier Beijing would try to keep growth above 7.5 percent. That is far above levels forecast for the United States, Europe and Japan but barely
half of 2009's 14.2 percent growth.

Analysts have warned the rebound might not last because growth depends on government spending. Global demand is weak and Chinese consumer spending is growing more slowly than Beijing wants.

"China's economy rebounded in the third quarter because of the government's stimulus measures," said Moody's Analytics economic Alaistair Chan in a report.

The deceleration of China's economy is denting revenues for suppliers of commodities and industrial components such as Australia, Brazil and Southeast Asia. Lower Chinese demand already has depressed prices for iron ore and other raw materials.

Friday's data highlighted the economy's heavy reliance on government-led investment and the weakness of trade.

Spending on factories and other fixed assets contributed 55.8 percent of the latest quarter's growth, or 4.3 percentage points of the 7.8 percent expansion, according to Sheng. Domestic consumption was 45.9 percent of growth, or 3.7 percentage points of the total.

Trade was so weak that its contribution to overall growth was negative, according to Sheng, and detracted 0.1 percentage point from the quarter's growth rate.

September exports suffered a rare and unexpectedly sharp decline of 0.3 percent, falling short of forecasts. Surveys of manufacturers show September activity barely expanded.

The International Monetary Fund is forecasting Chinese growth this year of 7.6 percent, which would be the weakest performance since the early 1990s. Some private sector analysts have cut their growth forecasts for next year to below 7 percent.

In an apparent effort to lower expectations, Finance Minister Lou Jiwei said in June that growth as low 6.5 percent might be acceptable. In a positive sign for the ruling party, Sheng said the economy created 10 million jobs in the first three quarters of the year.

Factory output in September rose 10.2 percent from a year earlier, up 1.1 percentage points from the first half's growth rate, according to statistics bureau data.

Growth in fixed asset investment rose 20.2 percent in the first three quarters of the year, compared with 0.1 percent for the first half, the data showed. Retail sales also accelerated, rising 13.3 percent in September, up from a 12.9 percent growth rate for the first three quarters.

Nobel Prize for Peace: OPCW had been awarded Peace prize for this year for it's work regarding destruction of chemical weapons. The recent instances of Syrian chemical attack had stressed upon it's need. It had destroyed more than 25,000 tonnes of chemical weapons since it's inception. By 2013, 80% of chemical weapons available had been destroyed. Uptil date, it was not considered for prize rather Pak girl advocating education, Malala, & Congo's doctor were considered to be strong holders for it. Doctor had run the campaign for raped womens.
It is to note that earlier, EU had been conferred this peace prize. OPCW was established during 1997 for implementation of chemical weapons treaty signed durin January 13, 1993. A 30 member team is presently in Syria for destruction of weapon manufacturing facilities.
A record 259 nominations had come for peace prize this year. it included U2 singer, Russian President, Wikileak's Asanje, Congo's doctor, US troop Mening, Egypt's Computer scientist,& Ex-Mathematics Professor.
 
Election Commission: It had written to five State's Chief secretaries regarding ban on advertisements of Central or State's plans. After many States had published advtertisements for their welfare schemes, steps are being taken.
EC believes that it hinders providing of equal opportunities to candidates. It would also benefit ruling parties. It is to note that five States where elections are being held are Chattisgarh, Madhya Pradesh, Rajasthan, Delhi & Mizoram.

Court rulings:
a. 2G scam: Supreme Court had constituted new Bench as one amongst Justice is going to retire. The previous bench had cancelled all 122 licenses issued to allottees during tenure of Ex-telecon. minister.
b. Absconders: The Supreme Court had become stricter on those who take bail from Supreme Courts and then are found missing. The apex Court had warned Judges that Court should not be silent on such issues. Bail during appeal, or order for not surrender & later getting missing issues should have their appeals rejected.
The Bench had stated it during endorsing an Allahabad High Court verdict. While appeal is being considered, such persons take orders and are escaping imprisonment. The duty of Judges is not to penalise any innocent person. But, it is to be ensured that it should not be silent upon criminal's play. New bank's license: A four member committee had been formed by RBI for grant of new bank licenses. It would be headed by Ex-Governor, RBI, Dr. Jalan. The other members are Ex-Dy. Governor, Thorat, SEBI's Ex-Chairman, Bhave, Financial specialist, N.More. The work could be started by next year January. The Jalan committee would be scrutinizing 26 applicatins and later recommend for new licenses. RBI would finally decide over the matter. It is to note that Tata, Birla, Ambani had applied for new bank's license.

Cyclone Phailin: The Bay of Bengal originated Cyclone is moving towards South Eastern coastal States. It is likely to reach Paradeep by Saturday evening. Besides local administration, Army & IAF is also told to be alert. As per meteorological dept, it is coming at 15 kmph with speed of air upto 205 kmph. It is 500 kms away. Election Commission: The Election commission had issued warning to all candidates to refrain from TV & Newspapers 48 hours prior to the assembly elections being held in five States. The advisory is being issued like previous elections. ED would not leave any chance for candidates about ignorance on the subject.
In an advisory, EC had stated that all five States viz. Chattisgarh, Rajasthan, MP, Mizoram & Delhi would have banned media for election material i.e. through TV, radio, Press conference etc. 48 hours prior to the scheduled elections. EC had issued warning that it's violation would attract fine or sentence for upto two years.
EC had stated that if any candidate takes part in TV show debate, he would be violating such code of conduct. EC had also warned media that from first phase polling uptil end of final stage of elections, organising of exit polls and display of their results are banned. EC had also cited Press Council of India's guidelines and stated that purposeful reports on election and candidates are responsibility of press. During the election period, it is not hoped for wrong election campaign or publishing of any exaggerated report on incidents.
As per norms, two or three candidates attract media's attention. The candidate should not leave main issue and attack the opposition candidate. As per Election rules, communal bias or caste based election campaign is banned. It is not hoped that media would promote any special candidate. But if it is so, party would be answerable for it.
Current account deficit: The Rating agencies believe that during Sept. month, trade deficit had been minimum during past 30 months, which would bring stability in rupee value. It would also help in reducing current account deficit. During first quarterly, CAD had been 4.9% of GDP. But it could be 1% during the next quarterly. During past fiscal year, it had been 4.8% of GDP.
CRISIL had stated that during second quarterly, reduction in trade deficit by 2000 crore dollars is a good sign. It believes that if exports are increased likewise, CAD could be less than 3.9%. India ratings had stated that due to reduction in CAD and regulatory steps, the dollar-rupee exchange rate could be around 59-61 rupee. The agency believed that CAD would be lowered during second quarterly, & could be around 1%  of GDP. The export import data are also good. Exports had risen by 11.15% and imports have declined by 18.1% due to which trade deficit had been 676 crore dollars.
During past three months, exports had increased with Commerce ministry hoping that target of 325 crore dollars could be attained. the oil & gold imports had lowered. During past fiscal year, CAD was high. The govt. target is to make it by 7000 crore dollars during 2013-14 so that it remains 3.8% of GDP.
IMF: India's growth rate of 3.9% rather than earlier 5.6% is based upon market value and not upon data used by govt. & specialists. It had been stated after mixed reaction by Govt. of India, which had stated that IMF had not selected correct data for estimating growth rate. The economic scenario is decided upon market value. In World economic scenario report, India's growth rate had been estimated to be 3.8% whereas Indian statistical dept. had assumed it to be 4.4%.
HSBC: The financial services co., HSBC, had stated that India's infrastructure & service sector had, continuously for three months, been sluggish. During March 2009, it had registered maximum decline.
2G scam: Supreme Court had constituted new Bench as one amongst Justice is going to retire. The previous bench had cancelled all 122 licenses issued to allottees during tenure of Ex-telecon. minister.
Absconders: The Supreme Court had become stricter on those who take bail from Supreme Courts and then are found missing. The apex Court had warned Judges that Court should not be silent on such issues. Bail during appeal, or order for not surrender & later getting missing issues should have their appeals rejected.
The Bench had stated it during endorsing an Allahabad High Court verdict. While appeal is being considered, such persons take orders and are escaping imprisonment. The duty of Judges is not to penalise any innocent person. But, it is to be ensured that it should not be silent upon criminal's play. New Delhi: The Delhi High Court on Tuesday said that it would hear the trial court's reference for confirmation of the death penalty awarded by it to four men convicted in the December 16 gang-rape case on a day-to-day basis. The High Court also said that it would resume hearing the arguments on death sentence awarded to four convict from Wednesday. A bench of Justices Reva Khetrapal and Pratibha Rani, after recording the appearances of convicts Mukesh (26), Akshay Thakur (28), Pawan Gupta (19) and Vinay Sharma (20) said, "Let us hear the death reference from tomorrow (Wednesday) on a day-to-day basis. Meanwhile, you (convicts) file the appeal." The court also rejected the contention of the convicts' counsel, who were opposing early hearing of the reference, saying, "Let us start from tomorrow hearing of the background of the case. The State will open the case and in the meantime you can file your appeal." The four convicts were produced before the bench in the presence of a strong police posse in the wake of production warrants issued by the court. The four, appearing nervous, were brought to a jam-packed courtroom even as hundreds of people, including litigants, court staff and other employees, were seen waiting outside. When the convicts were being brought to the courtroom by the police personnel, a group of women started shouting that they be allowed to beat the four offenders. The police stopped the women and others from entering the courtroom. During the hearing, advocate VK Anand, representing convict Mukesh, told the court that he will file an appeal within the stipulated time (30 days) give by the trial court. He said the court should hear the reference along with the appeal of the convicts. Advocate Vivek Sharma, appearing for Pawan, also made a similar request to the bench, saying the court should hear the matter at least after one week. Counsel A P Singh submitted that he will appear for convicts Akshay and Vinay. The bench, however, declined their request, saying, "We will not dispose of the reference till you file your appeal, but nothing prevents us from hearing the background of the case. We were told that there are four bags of documents and the State can open the case from tomorrow." "Only one counsel can attend the proceedings to note down the points. You all counsel need not be present in the court. "It is in the interest of justice that the matter should be heard from tomorrow. Sword is also hanging on their (convicts) heads. It is also in their interest that the court should start hearing the death reference at the earliest," the bench said. Meanwhile, Special Public Prosecutor Dayan Krishnan referred to legal provisions and said in the case of death reference, the State should open its case first. After the proceedings concluded, the onlookers started clicking photographs of the convicts. The court had yesterday issued production warrants and directed the Tihar Jail authorities to produce before it four death row convicts in the case on the trial court's reference for confirmation of the capital punishment given to them. On September 13, while awarding capital punishment to Mukesh, Akshay, Pawan and Vinay, the trial court had referred the case to the high court for confirmation of the sentence. The trial court has to refer each death penalty case to the high court for confirmation of the punishment. The trial court had granted 30 days' time to the convicts to file their appeal before the high court. The four were awarded death penalty in the gang-rape case by the trial court which said it fell in the rarest of rare category as the crime was committed against the 23-year-old "defenceless" girl in a "beastly" and "hair-raising" manner. "Accordingly, the convicts be hanged by neck till they are dead," the trial court had said, noting that the inhuman and ghastly acts of the convicts shocked the collective conscience of the nation and deserves exemplary punishment. Prime accused Ram Singh (34) was found dead in a cell in Tihar Jail in March and proceedings against him were abated. On August 31, the juvenile accused was convicted and sentenced to a maximum of three years in a reformation home. On December 16 last year, the paramedic student was gang-raped in a moving bus in south Delhi after the convicts lured her and her male friend, who was also assaulted, on board the vehicle, which was found to be plying illegally. The victim's 28-year-old friend suffered fractures in his limbs. The girl succumbed to her injuries on December 29 in a Singapore hospital. - PTI

Prime Minister David Cameron told British lawmakers Thursday that there is "no 100 percent certainty about who is responsible" for the apparent mass-chemical weapons attack on suburban Damascus on Aug. 21.
Nevertheless, Cameron asserted that "from all the evidence we have," his government, along with the Obama administration, had made the "judgment" that "the regime is responsible and should be held to account."
Also just like the Obama administration, however, Cameron's government has yet to explain exactly what the evidence of Assad's culpability is, or where it came from.


Russia to send warships to Mediterranean as potential attack on Syria looms
The Prime Minister spoke hours after the British Joint Intelligence Organization (JTI) released a report claiming "a limited but growing body of intelligence" showing that Assad's regime was behind the Aug. 21 attacks, which left at least 355 people dead.
"Some of this intelligence is highly sensitive," the chairman of Britain's Joint Intelligence Committee wrote to Cameron in the open report, "but you have had access to it all."
While Cameron has had access to the intelligence, the rest of the world has not. He did offer one further claim in Parliament on Thursday, however, saying there was "intelligence that regime forces took precautions consistent with chemical weapons use" in the immediate prelude to the Ghouta attacks. He did not explain where that information had come from.
About 4,000 miles to the west, in Washington, the Obama administration was putting the finishing touches on two reports -- the first a classified assessment to be presented to members of Congress; the second, a declassified version for the American public -- meant to lay out the White House's own evidence that Assad's government used chemical weapons.
The White House has claimed to have obtained intercepted phone calls that provide further evidence against the Assad regime, and administration officials also told CBS News that intelligence agencies detected activity at known Syrian chemical weapons sites the week before the Ghouta attack.
Similar activity had been detected before, and the assumption was made that the Syrians were moving things around for security reasons. But last week, the officials told CBS News the most recent activity was being viewed as possible preparation for Wednesday's attack.
With the possible exception of the intercepted phone calls, and the claim by Cameron on Thursday that regime soldiers had taken precautions typical of chemical weapons use, the vast majority of the evidence of Assad regime culpability presented by both Cameron, the Obama administration and their allies in France, Turkey and other nations, is circumstantial in nature.

It hinges largely on the argument, as Cameron put it Thursday, that there are simply "no plausible alternate scenarios."
Below is a look at some of the often-reiterated circumstantial evidence presented by the U.S. and U.K. governments, along with questions which remain unanswered pertaining to that evidence and which skeptics of the legal basis for a military intervention in both countries' legislatures will likely be seeking answers to in the coming days.

"There is no credible evidence that any opposition group has used CW (chemical weapons). A number continue to seek a CW capability, but none currently has the capability to conduct a CW attack on this scale."
That quote comes from the British JTI report published Thursday, but it echoes the most often-used argument to pin blame for the Ghouta attacks on Assad's government.
Chemical and biological weapons experts have been relatively consistent in their analysis, saying only a military force with access to and knowledge of missile delivery systems and the sarin gas suspected in Ghouta could have carried out an attack capable of killing hundreds of people.
But no official death toll has been given. The international aid group Doctors Without Borders said it tallied 355 people killed and more than 3,000 displaying symptoms typical of a nerve agent like sarin gas, but no independent organization has yet confirmed that it was sarin gas used in Ghouta. Nor has it been confirmed what the delivery method was.
The international community will hope for clarity on these questions from the U.N. inspectors who have been on the ground in Ghouta this week.
There are other chemical agents which have allegedly been used in Syria since 2012, including far-less-potent organophosphates, which are readily available in the form of industrial insecticides.
It should also be noted that Russia claimed to have provided evidence in July to the U.N. which showed the rebels were behind a sarin gas attack in the village of Khan al-Assal in March 2012.
"It was established that on March 19, the rebels launched an unguided Bashar 3 projectile towards Khan al-Assal controlled by the government forces," Vitaly Churkin, Russian ambassador to the United Nations, told reporters, adding that he intended to share the evidence with the U.S., U.K and France.
The ambassador said the results of the analysis of the gas-laden projectile indicated the Bashar 3 rocket "was not industrially manufactured and was filled with sarin." He said the samples indicated the sarin and the projectile were produced in "cottage industry" conditions.
The absence of chemical stabilizers, which are needed for long-term storage and later use, indicated its "possibly recent production," Churkin said.
The Russian's purported evidence of rebel culpability for the Khan al-Assal attack was never revealed, but neither was the West's purported evidence that the Assad regime did it.
Assad has done it before
"We have assessed previously that the Syrian regime used lethal CW on 14 occasions from 2012 ... A clear pattern of regime use has therefore been established," declared the JTI report in Britain on Thursday.
U.S. intelligence concluded "with some degree of varying confidence" that the Syrian government had twice used chemical weapons, the White House and other top administration officials said on April 25.
However, the officials also said more definitive proof was needed and the U.S. was not ready to escalate its involvement in Syria. The White House disclosed the intelligence in letters to two senators.
"Our intelligence community does assess, with varying degrees of confidence, that the Syrian regime has used chemical weapons on a small scale in Syria, specifically, the chemical agent sarin," the White House said in its letter, which was signed by Obama's legislative director, Miguel Rodriguez.
No tangible evidence has been offered by either the U.S. or Britain to demonstrate what lead to the conclusion that Assad's forces must have been behind the previous suspected chemical attacks, and the U.N. inspection team -- which had its original plans derailed by the unexpected attacks in Ghouta -- has not reached any other sites. Much like the Ghouta attacks, the intelligence behind the accusations that Assad's regime was involved in previous chemical weapons incidents has remained secret.
Assad regime delayed inspections to destroy evidence
Less than five days after the attack in Ghouta, an Obama administration official told CBS News that the Assad regime had essentially blocked a team of United Nations inspectors already in Damascus access to the Ghouta site -- a delay the White House said would make any eventual granting of permission "too late to be credible."
"At this juncture, any belated decision by the regime to grant access to the UN team would be considered too late to be credible, including because the evidence available has been significantly corrupted as a result of the regime's persistent shelling and other intentional actions over the last five days," the official said.
Officials argued that the suspected weapon in question, sarin gas, degrades too quickly and would have been dispersed by the continued shelling in Ghouta to provide useful evidence.
The JTI report issued by the U.K. on Thursday, however, refutes that claim: "There is no immediate time limit over which environmental or physiological samples would have degraded beyond usefulness. However, the longer it takes inspectors to gain access to the affected sites, the more difficult it will be to establish the chain of evidence beyond a reasonable doubt."
Also clashing with the "too late to be credible" claim is the fact that the 20 scientists in Syria to investigate claims of chemical weapons use for the United Nations were only originally sent to inspect incidents which date back as far as March. Those alleged attacks were much smaller in scale, and the remnants of any CW used have had five months to degrade, but the weapons experts still wanted to go and collect samples.
There is also the fundamental claim that Assad's government delayed the inspectors' visit to Ghouta. They have now visited the suburbs on three separate days, and on Tuesday, Syrian Foreign Minister Walid Muallem countered the accusations of a deliberate delay, saying his government only received the request from U.N. disarmament chief Angela Kane to visit the area on Saturday.
"Miss Kane came on Saturday, on Sunday we agreed and on Monday, they (the U.N. inspectors) went to Moadamiyeh (a town in Ghouta). We did not argue about the sites they wanted to visit. We agreed straight away," said Muallem. "How could we be accused of causing a delay?"

Titled, "Time to sound red siren" campaign had appeals made to MP, State govt. and common public for fighting against sexual violence. During past decade, child sexual violence cases had been more. The Campaign was started at Delhi by launching of a video. The actor stated that just because it is not seen doesn't mean that violence is not happening. Public should come out bringing such things and help in fighting child sex violence. People should stop reacting to it and start working.
Also, a fake(duplicate) video had been made using his sound wherein Gujarat CM, Modi, had been presented as Big leader. He had campaigned for Gujarat govt. advertisement but not for individual as per his statement. It is to note that Congress had earlier boycotted him & then he had made clear that he is State's Brand ambassador and not concerned to an individual alone. 
The Bollywood Superstar had also given voice in "Lead India" campaign, which seems to have been misused claiming that it is necessity to hand over country's reins in Modi's hand. The said video was shown from August 15 i.e. Independence day onwards. It is learnt that Modi had himself asked to regret to those who had made the video.

Narendra Modi will address a "massive" youth conference in Tamil Nadu next month, the party said today.

"Modi will address a massive youth conference in Tamil Nadu on September 26. The place and other arrangements will be decided soon," party's National General Secretary P Muralidhar Rao told reporters here.

Modi, recently appointed BJP's Campaign Committee Chief for next year's Lok Sabha polls, had chosen to address youth since 60 per cent of the voters were from the age group of below 35 years and who were "idealistic, energetic and take a position" on issues, Rao said.

Modi will be a "factor" in the 2014 elections besides the issue of corruption charges against UPA, he added.

BJP will launch a series of programmes ahead of general elections focusing on states like Tamil Nadu, which among Andhra Pradesh where the saffron leader recently addressed a gathering, are "seen as not strong for BJP," he said.

Slamming the UPA government on the rupee depreciation issue, Rao also charged Prime Minister Manmohan Singh and Finance Minister P Chidambaram with having "no new ideas" to stem the increasing current account deficit.

He also criticised the Congress-led UPA on foreign policy issues, saying New Delhi was "not firm" with Pakistan, China and Sri Lanka, referring to military skirmishes involving the former two and the ethnic Tamils issue with Colombo.

While his party was ready to support the government if it took "firm" steps with these neighbours, Centre was only attacking BJP, he said.

Asked if BJP supported Tamil Nadu political parties' demand that India should boycott the Commonwealth Heads of Government Meeting in Sri Lanka in November, he said the Central leadership will take a stand on the matter but added India cannot "ignore the problems and afflictions" of the ethnic Tamils in the island republic.

BJP was the only "alternative" to the Congress and can deliver a "strong and reliable government with decisive leadership," he claimed.

NSSO: In a survey of NSSO, it is found that Muslim community's socio-economic situation is poor. A report titled, "Jobs & Unemployment in big religious groups" had mentioned that Sikh community's per head expense amount to 55.30 INR per day followed by Christian @ 51.43 INR per day. Likewise, Hindus spend @ 37.5 INR per day. Muslims spend around 32.66 INR per day. As per NSSO, Indian rural folks spend 901 INR per day whereas it is 1773 INR per day in urban areas. Muslims come at 833 INR followed by Hindus at 888 INR in rural areas regarding spendings.
The survey report had collected data for the year 2009-10 whereas Sikhs spend around 1659 INR per day whereas for Muslims, it is 980 INR. Hindus spend around 1125 INR & Christians spend around 1,543 INR.

ADR: The Chief Justice of India had stated for consideration of Central and State govt. during appointment of Judges in various High Courts and Supreme Courts. They should be free to express their opinions.
During inaugration of Alternative Dispute Redressal Centre, he told that common public doesn't elect Judges but finally they are responsible to the public. He stated that ADR should not be seen as system for reducing pending matters. People/parties should be able to clear the delusion through it.
Judiciary is most respectable institute but it's prestige is declining. He stated that women folks, children and backward sections matter should be put on priority.

2G scam/Radia tapes: Tata's Chairman had filed a petition before Supreme Court stating that those who had leaked the tapes should be penalised. The leakage of tapes is a violation of his life's right to privacy and encroachment of fundamental right. He came along with his counsel.

Online RTI: DoPT Minister for State would be launching an online portal for filing online RTI applications. The pilot project was started during April. Now it is being implemented in all ministries.

Italian marines: The Italian marines had refused to return back to India for recording their statements in regard to killing of two Indian fishermen folks at Kerala. NIA had sent summon to them. Now, Home ministry had asked suggestions from law ministry.
All four marines had been on Italian ship Enrika Lexi when their two aides had shot Indian fishermen on Feb. 15, 2012. All the four marines had stated that they are ready for video conferencing. NIA team could visit Italy for interrogation. They could also reply to the questionairre. Under the agreement, Italy is committed for cooperation. NIA would, therefore, not accept any such proposal.
This would imply delay in the matter. It is to note that Italy had argued that as the incident happened in the International territorial waters, matter should not be heard in the Indian Courts. However, it had been denied by Supreme Court.

Credit rating: US Investor Bank, J.P.Morgan had keept India's credit rating to "Stable" from "Overweight" citing present state of economy. Te weak rupee had deteriorated the situation. The govt. had limited reforms option. The measures taken so far had no affect on the economy. If it continues, the credit rating could go more down.
It is to note that rupee fell down to 64. The importers demand for dollar for payment of trade during month end is there. As per dealers, rupee could go further down. J.P.Morgan had stated, in a fresh report, that current account deficit had increased the pain. The deficit during the present fiscal is likely to 5.1% of GDP. In such a scenario, India's credit rating could be affected more. The weak rupee is affecting share market. The investors are fearing that weak rupee would be affecting share market. They are eager to know about controlling the deficit.
The Bank had stated that if the govt. takes loan from IMF, it would be given at higher interest rate. Also, elections are likely to be held by next year. Any such decision would have political repercussion. In this situation, govt. is likely to issue bonds, which would provide money and make Indian economy more liberal. If the rupee gets stability, share market could go up and pave the way for foreign capital entry.

The 33rd annual India Day parade down in Madison Avenue on Sunday featured 40 colourful floats, marching bands, convertibles and thousands of cheering revellers marching to the beat of dhols or the Indian drums. Social activist Anna Hazare walks on the bank of Hudson river in New Jersey, USA, on Saturday. Another highlight of the parade was a replica of the Red Fort in an 80 by 10 feet area in Manhattan near the parade route to showcase India's heritage. Many parade-goers along the orange, white and green lined route wore "I am Anna" paper hats to show their support to Hazare, whose anti-corruption movement has inspired thousands at home and abroad. One parade-goer wore a multi-coloured turban with three miniature Indian flags stuck in it. He waved an American flag and marched with three dozen members of the Vaishnav Temple of New York in New Hyde Park. The parade drew elected officials and political candidates, including Reshma Saujani, a Democratic candidate for public advocate and Joe Lhota, a Republican mayoral candidate ahead of the September 10 primary. "I think our voice is getting more politically powerful," said Saujani, who would be New York city's first Indian-American politician, if elected. "It's important for the community to be out recognizing that,"she said. "New York City's diversity is one of its greatest strengths," said Lhota."What we're really doing here is celebrating coming to America." Also joining the event organized by the Federation of Indian Associations (FIA) were former Indian Chief of Army Staff Gen V. K. Singh, Tamil film star Sarath Kumar and his wife Radika Sarath Kumar, a television and film actress. Hazare will be ringing the opening bell at the Nasdaq stock exchange Monday morning to mark India's Independence Day with many IT companies listed on Nasdaq. Meanwhile, veteran community leader Thomas Abraham, founder of the Global Organization of People of Indian Origin (GOPIO) led the India Day parade organized by India cultural society of Rockland county in New City in New York Saturday.- IANS

Growing expectations that the U.S. Federal Reserve will soon start to reduce its monetary stimulus weighed on markets Friday ahead of the next batch of U.S. economic data.
Chinese shares had a hugely volatile day after a trading frenzy that was blamed on one brokerage's mistaken computerized buying orders.
Despite the uncertainty in Shanghai, the main focus in the markets remains the Fed, and when it will start tapering its stimulus. The latest shift in sentiment came after figures Thursday showed weekly U.S. jobless claims fell to a near six-year of 320,000.
The claims figures reinforced views that the economy is strong enough to withstand less support from the Fed. The central bank is currently buying $85 billion of financial assets each month in an effort to lower interest rates to spur borrowing and economic growth.
"Investors reviewed the good U.S. data yesterday and decided that it presaged Fed tapering in September, so it will be interesting to see if today's numbers, including housing starts, building permits and the Michigan confidence index, are treated in a similar vein," said Chris Beauchamp, market analyst at IG.
Ahead of the next load of U.S. data, stocks were largely drifting.
In Europe, Britain's FTSE 100 fell 0.1 percent to 6,479 while Germany's DAX dropped 0.2 percent to 8,361. The CAC-40 in France was bucking the trend somewhat, rising 0.2 percent to 4,101.
U.S. stocks were poised to make up some of Thursday's losses, with Dow futures and the broader S&P 500 futures up 0.2 percent.
Earlier, most stock markets tracked Thursday's pullback in Europe and the U.S. Japan's Nikkei 225 index fell 0.8 percent to close at 13,650.11 while Hong Kong's Hang Seng shed 0.1 percent to 22,517.81. South Korea's Kospi declined 0.2 percent to 1,920.11.
The main point of interest during the Asian session was Shanghai, where volumes soared to 54 percent above Thursday's level, with 1.5 billion shares changing hands. The main market index jumped 6.5 percent before ending the day down 0.6 percent.
A brokerage, Everbright Securities, said in a statement it suffered an unspecified problem with a computerized trading system. Everbright's computers sent 7 billion "wrong instructions" to purchase shares, according to the state-run China News Service.
Everbright asked to have its trades canceled, CNS said. The exchange, however, said on its website that transactions already closed would be cleared normally.
Elsewhere, trading was fairly muted. In the currency markets, the euro was flat at $1.3345 while the dollar rose 0.4 percent to 97.43 yen.
And the benchmark New York contract for crude oil was 12 cents lower at $107.21 a barrel. Oil traders are focused on developments in Egypt amid fears of a potential supply disruption. Egypt is not a major oil exporter, but traders worry that violence there could spill over to more important oil-exporting countries or disrupt the Suez Canal, a major trade route.
