Ela Gandhi: Amidst debate in India over capital punishment for Delhi's Gang-rapists in particular, the grand daughter of Mahatma Gandhi said that the death sentence is not the solution to end violence against women and the society needs to promote gender consciousness, which is also now claimed by Khap Panchayats as such.
Capital punishment will itself not change the attitude towards gender nor (the) Anna Hazare led stir on bringing a law against corruption alone will change the system. Ela Gandhi said during her visit to Australia. Well it's 2013 but lots of mothers still buy pink for their girls & blue for boys, that's one little thing in which they differentiate, she said.

Police Reforms: Now, Tihar jail would witness prisoners with good conduct being granted permission to work outside & return back by 7:00 pm. Also, it would be applicable only to those who have spent at least a minimum of five years there. 

 

Justice Mehra  Commission: It was a judicial commission to give suggestions regarding anomalies in Police action during the response towards the Delhi's gangrape victim's & her friend. It had found that Delhi Police should not have given permit to bus owner residing at Noida. It is a technical error. Also, complaint about Delhi Police's delay in taking action had been denied in the findings.

Modi Brand&Hindutva: At annual lecture at SRCC, New Delhi, Modi had termed the vote bank politics to be more damaging to India. His lecture was opposed by Leftist student wing (AISA) showing black flags and is also appearing to be manhandled like earlier rape protest. As such, maintaining law & order in Delhi State has to involve usage of water canons & minimal force as opposed to conventional lathi charge tactics, which would be more disastrous to the govt. The I & B minister had stated that UPA govt. would complete its tenure after being under suspicion by BJP President's lecture & also SP leader's assumption of elections being held by this year end. As per minister (I&B), UPA-2 would be able to complete it's tenure as it had proved to have fulfilled commitments. They had been respecting their allied parties & also taken them in faith. Earlier, he had also told that Modi had tried to befool the youths during his lecture. Further more, he told that hanging of Afzal guru had happened considering the law & order. The decision was purely judicial.
It is to note that Ajmal Kasab's death was executed prior to winter session & Afzal guru's sentence is executed prior to the budget session. With nearing general elections, it could raise the political heat.

 

Hanging of Afzal guru: Tension prevailed in Kashmir on the following day with curfew continuing in around ten districts. Mobile and internet services are banned though TV telecast is resumed. The brain behind Parliament attack's death seems more of a political agenda amidst the strong opposition. CBI director, Joginder Singh, had told that his death sentence is a delayed decision by the govt. He told that the govt. was fearful of disastrous consequences as had been told by Farooq Abdullah about Kashmir. It is to note that he had praised Home minister, Shinde, for this tough decision.
J&K CM, Omar Abdullah, told to maintain peace in the State.
Home minister, Shinde, confirmed his death stating that he had accepted his death penalty on February 4.
Digvijay Singh told the Centre's decision to be correct amidst law & order.
BJP had told it as a decision taken in the national interest. BJP spokesman told that country should have zero tolerance against terrorism.
Shiv Sena leader gave greeting to the President.
Kiran Bedi told that the law had shown it's face.
JP leader told that if he is not hanged before Feb.15, he would go to the Supreme Court.

US had also made it clear that prize of 10 million US Dollars is for providing information about Hafiz Saed's whereabouts & not on his head. He is mastermind of Mumbai serial blasts held during 2008. He is founder of Lashkar-e-Taiba terrorist outfit. 

Hunger strike in Pakistan: After Afzal guru's death, J&K liberation front(JKLF) had started hunger strike in Pakistan demanding the dead body of the hanged culprit. JKLF chief sat on one day hunger strike at National Press club ground. Also with him was Amanullah Khan. Malik stated that his relatives were not informed of the decision.

Terrorist outfits: Al Omar, Mujahideen's Supreme Commander told BBC that his hanging wouldn't weaken their will. They shall not talk & snatch Kashmir. Jihad is the only way for freedom of Kashmir. It is to note that he was released by the Indian govt. after the Kandhar hijack case.
Lashkar had warned India that it would take revenge of his death. The spokesman told that every thing is not finished & India would have to pay for it.

Modi had told citing Gujarat that is success could be rewritten with the same constitution. His lecture in Hindi had attracted & appeased the youths. He stated that some political groups consider youth as "new age voter". It is only a faction of society & especially political group. It is wrong thinking & change would come only with it being considered as "new age power". His lecture of fifty eight (58) minutes had included CWG games organising too.
Modi had come prepared for addressing the above-mentioned college with closing percentage of more than 90%. His lecture had included terms like pro-people, good governance, & P-2/G-2.
He also termed students as pupils of google teacher, which made them smile. He had stated that he could not be tied to 45 minutes programming as he is not a teacher, which them laugh too. As per him, India had been having image of "a land of snake-charmer" but now it would be "land of mouse charmer".

CWG Scam/Item dance: The Central Bureau of Investigation's(CBI) Special Court had framed charges under Anti-corruption act, Conspiracy, Fraud and preparing fake documents against Ex-President of Organising Committee for Common Wealth Games (CWG). The matter would be put for hearing from February 20 onwards.

Besides, the CWG scam accused have also brought point in  the hearing that Shilpa Shetty was paid around seventy lakh rupees for accompanying in final ending show's performance. She was called for her performance & was paid through Gem International based at Faridabad to Event management company, Wizcraft. The payment was made on October 30, 2008.
It is to note that there had been no approval from Olympic committee for her performance. The matter came in light so as to prove that Kalmadi & others misused the Office since 2008.
1. The Swiss timing company had provided Timing scoring result (TSR) few days prior to the start of the Olympics & was paid 141 crores INR. Kalmadi played a major role in it.
2. Kalmadi's associates, Bhanot & Verma had rejected Spain based MSL's tender despite it being ready for providing TSR for 48 crores INR.
3. The rules regarding the same were changed accordingly.
CBI had filed FIR on November 29, 2010 stating that rules were made so that none other than Swiss co. could get the TSR tender. 90% of the payment was done prior to the start of the games.

 

World Book Festival had started from today onwards & would continue upto February 10. Around 23 countries are participating in the event with around 1,100 exhibitors. It is organised by National Book Trust(NBT) at Pragati Maidan in 45,000 sq. km with around 2,100 stalls.
The theme is Indigenous voices; Mapping India's folk & tribal literature.

 

Malala: The Human rights worker of Afghanistan, Yousuf Malala, got shot by the Talibanis for promoting women's education & now wishes to impart a realistic face to her campaign. In a recorded message, she told that  she wants to serve the people & wishes that every girl & children are educated. She was attacked by Talibanis on October 9, 2012 & was admitted to military hospital at Rawalpindi. Later she was sent to Britain where she had been operated on Head & Ear injuries. She told about her targets & would take the help of Malala funds for the same.Presently, she is writing blogs for British Broadcasting Corporation's Urdu service. She had mentioned about Taliban's rule.

It is to note that both were arrested for their comments about Shiv Sena chief, Bal Thackeray. The Police action was severly criticized & IT act was considered for amendment but it has requisite provisions in it.

10. Self defence act would include acid attack too with sentence ranging from 10 years upto life term.
11. Rape accused shouldnot be granted relief under AFSPAct
12. No govt. permission needed for taking action against accused.
13. Cr. Penal Code (Cr.P.C.) Amendment for usage of Rape against Sexual Harrassment
14. Acid attack acquittal would attract sentence ranging from 10 years upto life term
15. The Official found guilty of not registering complaint would attract sentence of five years
16. For obscene act, sentence upto one year
17. For physical abusement sentence upto five years
18. For making women bare clothes sentence from three upto seven years
19. For stalking/following women sentence from one to three years
20. For members under public representative act, candidate may be banned from contesting elections.
