Aviation_day&Judiciary

April 12 was celebrated as International day for Aviation and Cosmonautics.
Apartheid: Dr. Nelson Mandela, who fought against Apartheid, had got his health being improved. After addressing Neonatal Care at Johannesburg, his wife stated that she could come only due to his being better. He had been in hospital for ten days.
Coins/Notes: If 50 paise is found out of circulation, it could result in its closure. Also, RBI is considering for issuing of Plastic notes as they are considered eco-friendly. It is more costlier than the now-in-circulation notes. It's life would also be more.
VIP Constituency: The Gandhi's traditional constituency, Amethi, is not existing as district place as per Allahabad's High Court. The Court had directed that its regions like Sultanpur & Raibareilly would be included as per original map. A two member bench had given the decision.
Judges: The Mumbai High Court Chief Justice is worried about availability of Qualified/ Competent Judges. At a conference of Bar Council of Maharashtra&Goa, he stated that training courses for appearing candidates should be run. If Judges aren't available, it would affect judicial system. It would create chaos. The no. of Judges in other States amount to 13-15 per 10 lakh of population. In 2010, recruitment drive for 100 Judges was done oout of which many good candidates were found but during 2011, only 41 were found. Also during the year 2012, only 55 out of 159 vacancies could be filled.
District Court Judges are also not found as only two were found out of 29 vacant posts. The High Court proceedings could be in English whereas District Court Judges should write 50% decisions in Marathi and remaining in English.
Mercy Petitions: Delay in justice had been cited in many of the pending mercy petitions before the President of India. But as per Supreme Court, it cannot be the sole basis of such pardoning. Recently, in a matter regarding 1993 Mumbai blasts the judgement given by the said Court's Bench had been referenced. Besides delay, other factors had to be considered. In Triveni ben's case, the said Bench had given detailed decision. As per it, the time taken during Court proceedings would not be considered as delay. It would start from the petition date upto the execution of sentence as per retired High Court justice, Chattisgarh. But as per Allahabad's HC, it could be a basis for such petition. He had talked about special directions for Governor's & President's pardoning right. But such questions are violation of those rights and had been rejected. It had been argued by counsel of Ranga Billa case.
Had the delay been the basis for pardoning, Dhananjay Chatterjee's petition could have been accepted. Also, the Court had rejected such pleas in Indira Gandhi's execution case. The filing of petition by third party is a subject matter of discussion. The petition had been rejected on the basis of locus(right to file). If a PIL is rejected for acquittals, then they themselves file such petitions. A case cited in this regard is that of Ex-Justice Ramasamy, whose wife had filed a case. In that case, the five member bench had taken undertaking from the said Justice that he would be bound by the decision, whatever it may be. Later came the third party's petition.

{Ambedkar,Modi,FTA,BJP,Ratings,&IPO}

Today is Dr.B.R.Ambedkar Jayanti. He had been a founder member of Constitutional Draft Committee. He worked for upliftment of downtrodden & oppressed folks. At Uttar Pradesh, the erstwhile ruling party, Bahujan Samajwadi Party, had decided to celebrate the said anniversary
for which around 515 hoardings were allowed by the City municipal corporation. But some of these are reported to have been removed by Corporation's squad stating that it had been illegal & also called for eight trucks worth PAC personnel at the Lohia path, Lucknow. It is to note that earlier desecreation of Ambedkar's statue had also been reported.

Modi brand/Red tape: Modi's brother had alleged irregularities into the PDS citing that around seven lakh poors had been altogether removed from the list. He believes it to be handiwork of bureaucracy. After legislative assy. elections, BPL list had excluded around seven lakh people. Other facilities like ration, kerosene etc. had been stopped. Food dept. claims that EC identity is compulsory and accordingly the list is updated. As per Modi's brother, around 40 tankers of kerosene had been curbed due to it. Also as the distributors commission is not raised, they are finding other such sources.

Free trade Agreement(FTA): A joint statement had been issued by PM & German Chancellor regarding it. The Chancellor stressed upon increasing FDI in Insurance sector and lessen import tax upon EU automobile companies. BJP had termed it as disputed. The issue is being sorted without experts advise. BJP leaders suspected that it would fill Indian market with EU products in dairy, poultry, sugar, wheat, confectionery, food oil, plantation products etc. It would affect agricultural sovereignty.

BJP is in process of removal of it's label of being communal party. It would talk to all its thinkers. Under this strategy, it had contested Goa's legislative assy. election. As per National Secretary, it would hold talks with all religious thinkers, which had been a propaganda as being communal party. It was stated that people want change and removal of Congress govt. country wide. They would appeal for sensitive candidate. Also, Gujarat CM, Modi, would be campaigning for the party at South Indian State, where he had campaigned earlier but couldn't lead to victory.

Ratings: The govt. had started vying for credit rating agencies. Fitch had been assured of taking economic reforms ahead and strengthening balance. The govt. had decided to inform the agencies about the steps taken for making better image. Meetings with S&P would be held on April 25 followed by Moody's on May 7.
A meeting of Friday with Fitch was attended by Finance Secretary wherein Fitch representatives were concerned about Fiscal deficit. Also, it asked about various measures to be taken for attaining revenue targets. Gold import was cited and investment increase was stated to have begun.
Also, it was told that due to increase in crude oil price and stability of rupee, the deficit would lessen. Also, projects approval had been shown.

IPO grading : Every company bringing IPOs has to get its grading through SEBI's authorised credit rating agencies. The grades would be given on the basis of financial management to working competency affecting factors. Such gradings are given on five nos. The more the number, the stronger the share. Besides, equity's formal knowledge has to be mentioned in it so that nivestor could review it. Under SEBI ICDR regulation, the grade has to be revealed. These are to be mentioned in advt, notifications, etc. The risk factors are also to be mentioned in it.
The grades have lower value 1 & higher value as 5. It is done to have an opinion about the share before investor from professional credit rating agencies.

{Court_matters,Super_regulator,Twitter_public,Helicopters,&Wikileaks}

Supreme Court had ruled out separation of hearing of Modi's close aide in a matter regarding fake encounter. Since it had been part of similar conspiracy, separate investigation could not be done. It is alleged that Police had killed Prajapati in fake encounter on Dec. 27, 2006.
3G Roaming: Supreme Court had provided relief by issuing direction to Department of Telecon. to continue services of Bharti Airtel till April 11. Airtel had been providing 3G services in seven telecon. circles. DoT had put a fine of 350 crores INR. RCom had also stated that it is incurring losses due to 3G services. Earlier, Vodafone too had been fined in similar 3G roaming matter.
Sahara/SEBI: The conflict regarding shareholders interest may affect other Sahara Group companies. It is to note that SEBI had earlier asked Sahara to return investors amount with interest raised via. OCDs. Whilst Sahara group claims that it had returned the money, SEBI had approached Supreme Court for arrest of Sahara Groups persons. Supreme Court had, in it's earlier judgement, already told that SEBI has rights to recover the aforesaid amount. It can opt for recovery of money through property attachment, sale & bank account freezing etc.
After all this, Sahara had approached Securities Appellate Tribunal for challenging freezing of it's accounts. Sahara's business has entered many sectors like insurance, shares, life insurance, asset management, hospitality etc. along with prestigious Amby valley project. As such, legal war may not be contained immediately.

Super Regulator: As per Justice Srikrishna Committee on Financial reforms, a single agency would be better off in handling customers difficulties related to finance. Financial redressal agency could meet the stated norms. It would have rights to provide cheaper solutions available. Presently, various regulators issue notifications, press release note etc. which create confusion. It had to be dealt with.
FRA would include Banking LokPal and Insrance LokPal system and customers would be able to get protection under Consumer protection Act. Also, SBI & LIC would have laws under company's act.
Twitter public: Gujarat CM, Modi, had asked for people's comment on twitter after his speech at FICCI's ladies forum(FLO). While speaking upon women empowerment, he had cited various small things like Lijjat Papad made by tribal women's forum etc. He referred about entrepreneurship of Jesu Ben & her pizza venture too. But, he had been referred to have contained himself to Gujarat's entrepreneurship. It is to note that he had also answered few questions of spectators. But twitter public had termed him in Indian slang making it difficult to have opinion about Modi.
Augusta Westland: The VVIP helicopter scandal had got Augusta Westland prone to be put into the blacklisted companies. It had also filed tenders for Indian Navy & Indian Coastguard.Indian Navy is planning to buy two engine Light Helicopter in lieu of old Cheetah & Chetak helicopters. In Coastguard's deal, Syskosky & Eurocopter have filed tenders with two other companies. Around 56 Naval Utility helicopters & 14 medium lift helicopters supply tender had been floated.
Indian coast guard wishes to deploy light & medium weight helicopters for monitoring coast after Mumbai attacks. CBI's report is awaited for alleged deal with 362 crore INR bribery.
Wikileaks disclosure about Rajiv Gandhi, as having been involved in alleged arms deals, had confirmed about his operational knowledge on aircrafts before coming into politics.

World_Health_day&Nuke_threat

Today is World Health day.
People having fast food intake & not doing exercise are more prone to liver damage. It is a special warning to pregnant women folks. Also,Spicy food should be prevented. Due to Liver infection, Hepatitis C patients had increased. These were less than 1% but have now increased to 3%. The main reason for it is infected blood transfusion & unsafe sex. There is no correlation between a natal (baby) & mother's jaundice.
 
Nuclear threat: United Nations Organisation (UNO) General Secretary had stated that nuclear threat is not a game but a serious matter. N.Korea had reiterated that time had come for explosion. Also, it had given permission for attacking action.
UN Gen. Secretary had told that he had requested N.Korea to change it's attitude. At Madrid, he told that N.Korea had moved farther more than just giving statements. He had appealed all parties to restore peace & talks. USA had deployed it's troops for retaliating nuclear & chemical attacks. It is to note that N.Korea had deployed missiles capable of striking upto 3,000 kms at Eastern coast. In its range, Japan & S.Korea comes along with US Guam military base. However, N.Korea has 5,000 kms striking range missile, Taipodong-II, which could reach upto Alaska. But military analyst suspect it. After Korea's nuclear test, its relations had worsened.
Iran: IAEA had started talks with Iran at Kazhakistan regarding it's nuclear programme. The Western countries claim that Iran is making nuclear bomb through it. The P5 +1 countries had started fresh talks with hope that Iran would discontinue it's programme.

AAP Party Head, Kejriwal, had finished off his protest (Anshan) after fifteen days of fasting. He had started protest against electricity price hike in Delhi State.
During it, Anna's letter was read by Manish Sisodia. His supporters signature had increased to 10.5 lakh. Under second stage of anshan, the connection which were cut would be rejoined. He stated that every Sunday party workers would be visiting respective wards & rejoin the connection.
Anna had stated in the letter sent that the purpose of Anshan is over.
